XML schemas allow one to represent the command structure from a programmatic point of view (i.e define logic, structure and data types).  There are many APIs and parsers readily available today for XML.  You would have to define the equivalent of an XML schema for CLI.  XML also lends itself towards a WEB services interface (WSDL).
