RE: netconf charter proposal - rev B

I suggest to add an informational document concerning 'Requirements for standard data models in order to fully support the Netconf protocol' to the list of deliverables in 'Goals and Milestones'. This would help us make sure that the data model issue, which seems to occupy an important percentage of the BW consumed in discussions is not left away, while the protocol documents are being worked out.
