SUMMARY

   There are several reasons for operators to construct multicast trees
   by another means than multicast routing protocols.  This document
   lists these reasons and describes 2 ways of building a multicast
   traffic-engineered tree: root-initiated tree and leaf-initiated tree.
   Finally it defines extensions to CR-LDP to support MPLS multicast
   traffic engineering.

from TE-WG charter: ...  main focus of the optimization being minimizing
over-utilization of capacity when other capacity is available in the
network ...

from CCAMP charter: Using input from the TE working group, ensure that
the signalling and measurement protocols provide both the information
and the control functions
adequate to support the traffic provisioning and engineering operations
of service providers.
