NAME OF ID

SUMMARY

This ID provides a means of signaling TE constraints for an explicit
route. This has several applications, among them hierarchical TE.

WHERE DOES IT FIT IN THE PICTURE OF THE SUB-IP WORK

Probably in MPLS, as it extends RSVP-TE.

WHY IS IT TARGETED AT THIS WG

It introduces new objects into RSVP-TE, which is currently owned
  by MPLS.

JUSTIFICATION

Constraint-based routing is a powerful tool. The idea that the
signalling protocol can carry the constraints as well as the path
(perhaps incompletely specified) makes the signalling protocol
self-contained, and is a powerful extension to constraint-based
  routing.

This ID proposes just such a mechanism -- to carry constraints in
an extensible fashion, such that the semantics are universally
understood -- by encoding them as a program. Furthermore, the
fact that constraints are encoded as a program means that the
universe of constraints grows from a small, predefined set to
whatever is expressible in the constraint language.

Besides, this idea is so whacky that it deserves a read.
