The working group is attempting to come up with a solution that will allow 
registration of names in any language.

So far, it seems that we have to limit ourselves to languages that can be 
written using ISO 10646/Unicode - not very constraining :-)
Once the standards are done, you can register names in zones you own to 
your heart's content.

Commercial availability of those names in zones like .com is not the 
business of the working group.
