 At first, I do thanks for your comments. :) 
 About your questions, I think there is somebody has already answered 
them instead of me. I really appreciate your help, Brian W. Spolarich. 

 Next, about your requirements, 
 The language is really complexity. Hence, actually I don't want to 
talk about "language".  While talking about language, it is necessary 
to think about the charset, syntax, semantics. Of course the charset 
is very important and essential, but it doesn't mean what the whole 
language is. 

 For example, as my ability:), I can write a letter by using "KANJI" 
(Japanese) charset but in Chinese syntax and semantics. Then could 
you detect which language is used in the letter? Chinese or Japanese? 
I hope you understand the definition of the word "language" I used in 
the draft.
