[idn] (incomplete) hanideograph I-D

Here is the link to the I-D which I am working on with Yoneya, Kenny and
some other people on han ideograph wrt to IDN. It contains some intro
info on what kind issues faced by Asian languages.

Sorry for not able to finish this. I am still not happy with it and will
work on it further before submitting. (BTW, submitting this is also
going to be challenging as it has ideographs all over the doc. I am not
sure how a text based I-D system is going to take this..)

ps: Oh yea, ignore the content on idns.org. I havent got the time to
update it over a year...it probbaly should just fade into oblivion.
