ASIDE:
         The IETF Secretariat turns drafts around rapidly, even
during crunch time before the cutoff.  The main issue is that
for all new WG-named drafts (e.g. draft-ietf-idn-*-00.txt),
the IETF Secretariat needs to have explicit approval from a
WG chair to allow the new draft.  Our WG chairs can expedite
this process by sending an early email to the Internet-Drafts folks
authorising new drafts that are coming out soon and indicating
(1) name of draft, (2) WG, and (3) editor of draft.
