[idn] Requirements I-D

I proposed to remove the following requirements: [6], [8], [12], [17], [32],
[36], [38], [39] and to tone-down/rewrite: [4], [9], [33]. 

In addition, we need to discuss the section on canoicalization, this section
is most problemtic :P 

i think we can work on this section in 2 ways. 

1. continue to bash our head against on this section; or

2. remove the whole section and leave it to open for the proposal.

Lastly, take a look at the number of RFCs we need to review.
