For the record: nonsense. The relationship of URI encoded characters to
octets to characters was beaten out at some length, and throughout that
discussion, it was independent of which component of a URI was being
represented.

The current document, RFC 2396, describes this at some length in section 2;
historically, though, hex encoding wasn't restricted to any particular
part of the URL in RFC 1736 or 1630.
