Before this misunderstanding goes any further: I've
NEVER argued that one should "just send UTF-8". I'm sure
that's going to mess up.  I'm saying that there should
be a *transition strategy* to eventually be able to
use UTF-8 for domain names (including host names).  That
is quite different from "just sending UTF-8".
