Yes. Some parts of that universe will cling to IPv4 forever.
Other parts (the fast-growing bits) like mobile, and DSL/cable/etc in
not-yet-saturated markets will (hopefully) have abandoned IPv4 in a
not so distant future.

For those networks, I expect it to be nearly impossible to get IPv4
addresses, and NAT4444 is going to cause more application breakage
than NAT64.
