I don't understand the logic here.

In the kind of network described in I-D.6man-krishnan-rs-mark-04, when a CPE node sends a router solicitation from the unspecified source address, the AN need not forward it to other attached CPE.  It only needs to be forwarded through the LIO tunnel to the edge router.  When the edge router receives this router solicitation, it responds with a router advertisement to the all-hosts multicast address, which I-D.6man-krishnan-rs-mark-04 says MUST be sent back to the AN through the LIO option tunnel.  The AN then decapsulates the advertisement and sends it back to the originating CPE only because it has the line identifier.

I see no problem here that requires tighter language in I-D.ietf-v6ops-cpe-router than appears in RFC 4861.
