I don't know much about how that interface usually goes (PPP or DHCP+Ethernet), but sure laptops could be modified e.g. by driver updates(?). But then I don't know about laptop OS'es capability for doing DHCPv4 on-demand (I would expect the laptop OS'es would rather try to keep IPv4 address allocated all the time).
