As I said a couple of messages back, I suggested to Eric last night that he collect a group of like-minded individuals and describe that alternative. Yes, I would expect that the proposal would contain discussion of the philosophy behind it. I suspect that your+his draft is a start at that, although I won't hold you (collectively) to it, and I would suggest an early security directorate review.
