I assume you mean /32 here - /35s have not been assigned since a few
years.

Neither.  First of all, it's 2^(48-32) = 64K /48s, second, policy
changes are on the way in all regions to make assignment of /56s possible,
and third, the /32 boundary is not fixed - larger ISPs get larger 
allocations.
