DT members, Herewith are two attachments: (1) The revised and diffmarked version of our draft for tomorrow's discussion. (2) As discussed in the London meeting, we should consider the Owens draft. I have reviewed it and thought that it might be useful to summarize Section 6 into our draft, and possibly include Sections 7 and 8 as Appendices in our draft. Other sections are mainly background or design considerations. I have highlighted these remarks in the table of contents.
