proposed revisions of design team document

Attached is a proposed revision of WaiSum's document.

Revisions include providing some outlined structure with a goal of 
leaving the reader with a clear set of requirements as proposed by this 
design team.  Please review and comment to the list.  I'd like to 
discuss on tommorow's call using this revision as the base of our 
deliverable, with a goal of cleaning it up for submission next week to 
conclude this group.
Changes were tracked, so you can highlight changes.

There is still much revision required, especially in the definitions 
section.  I can also clean this up into a text-only document next week.
