Moving diff-te-russian to Last Call

Since:

    - we have now closed on the BC Model approach and agreed to document
both the Russian Dolls Model and Maximum Allocation Model in sperate
documents,
    - as discussed already in IETF-55, "there really aren't outstanding
issues on Russian Doll model."

I'd like to request that we issue a WG Last Call on
draft-ietf-tewg-diff-te-russian-01.txt (ideally at the same time as
draft-ietf-tewg-diff-te-proto-03.txt).

draft-ietf-tewg-diff-te-russian-01.txt is now available on the IETF
