I think an interim meeting in early June is a good idea.
The WG is way behind schedule.  There have been far too few people
contributing on the mailing list.  We should use the mailing list
a lot more, so the homework gets done over the next 8 weeks.

I think it would be easier if the WG picked a single draft and
focused on perfecting that draft.  Progress can still be made
by addressing a generic issues list, but this is somewhat harder.
First we need to create an issues list, and then somehow document
the proposed solutions, comment on, and then revise those solutions,
until the issues are resolved. Random discussions on random topics
will not get it done. Dave's draft agenda below is a good start
at an issues list.
