I think the concept merits exploration.
A very similar issue arose in ISO a bit more than a dozen
years ago. A protocol had been defined in terms of the
high-level ROSE (Remote Operations Service Element) macros,
but the standard ended up including the "vanilla" ASN.1
equivalent so implementors would be able to figure out just
what it all meant. This was a good decision, in my opinion.
It gave the reader a formal high-level view as well as a
formal detail-oriented view. Both proved useful.
