|could assume that the ISPs are going to be consolidated to bigger ones
|and at this point we need to have the technology in place. But I do not
|find this believable. 


The problem is not delineated by tiers, but by those who need to carry the
full table.  Certainly some folks choose to do so for a variety of reasons,
but anyone who finds that they must carry the full table will be impacted,
whether they know it today or not.
