There is always concern in the IETF about working groups sticking to the charter
and there is always pressure to keep working groups focused. Discussions in a
mature working groups often migrate from the mailing list to private dicussions.
When this happens, the chairs can get a distorted view of the working group's
activity and consensus. I am looking to draw discussion back to the list so that
I can gauge the level of support. Thanks for making the first effort.
In answer to your questions, we certainly can submit ancillary drafts, but of
late it has been difficult for me to discern consensus due to the lack of
active discourse. Perhaps the drafts are coming in a such quality that no
comment is necessary. Nonetheless, I solicit comments.
