Does COP-PR or Framework PIB handle policy update?

Say I have a laptop (PEP) that requires some type of policy (e.g., IPsec)
and I downloaded the policy through COPS today. I then powered off the
laptop for a week.  Next time when the laptop is up again, it still has the
policy (of course no memory of any COPS handles for previous COPS sessions).
However, the policy may or may not be out of date. 

If the policy is still current, no policy needs to be downloaded again.
Otherwise, new policy should be downloaded. The question is how the laptop
or PDP knows if the policy in the laptop is current? Is there anything in
COP-PR or Framework PIB that can achieve this?
