A stupid question?

Hi.
I was reading the drafts about policy. It seems that there are two working
group working on the topic. So there are two series of specs. For example,
Policy working group has developed CIM, QPIM and Device Information Model
while RAP has general PIB, QoS PIB, DiffServ PIB. Then what is the
relationship between both series? To my understanding, RAP docs will be
applied to COPS-PR. And COPS is only one possible communication protocol
between PDP(Policy Consumer,Policy Server) and PEP(Policy Target, network
device). In Policy Framework, protocols such as HTTP, SNMP is stated as
alternatives of COPS. So in a policy based system, the policy will be stored
according to the Policy Information Model and its corresponding schema. So
when communicating with PEP using COPS, PDP will transform the information
into the form of PIB.

Is my understanding right? Hope to get your comments.

Thanks
