I doubt if there is a free COPS server source code available. So far I've found COPS client source code from Intel and IPHighway and they both treat the server as a black box and provide the binaries for testing. The reason I believe is that the source code(server) has to deal with policies in the PIB which will also contain information of the policies in the Policy Repository and becomes almost a full blown system. You may look at IPHighway(www.iphighway.com) COPS implementation as they have mentioned about Policy MIBs and extend it for your own implementation of the server code.

For time of day its ok, because policy rules may have temporal conditions attached to them. But, for other external triggers, how would the triggers identify the PEPID and the PIB that will be affected? It is not very clear from the PR draft at least.
