Just my two cents:
The COPS-PR document was not clear on this point because this depends on
what the trigger is.  For example, if the trigger is from a Call Server handling out
of band signaling, like H.323, it will be up to the out-of-band signaling protocol/trigger
to provide the information to the PDP to resolve which PEP/PIB the trigger will affect.
When this was written, it was intended to not limit to a specific kind of trigger, hence
may not be clear on where/how the resolution information comes from.
The user of this feature will need to indicate what is the trigger and what info the trigger
need to carry to do this resolution.
Also think of RSVP as a trigger that may affect the current installed policy at a PEP.
RSVP contains the info that allows the resolution (and it also most likely happens
on the same PEP as in-band-signaling when COPS-RSVP is used, but this is viewed
as out-of-band from COPS-PR's prospective).

For time of day its ok, because policy rules may have temporal conditions attached to them. But, for other external triggers, how would the triggers identify the PEPID and the PIB that will be affected? It is not very clear from the PR draft at least.
