RE: Client-Server Model of COPS

If you are using COPS-PR, then what you've described sounds like
it is covered in the accounting framework pib:

This document describes how Report messages are used to send usage
related data to the PDP.  I assume that this information could be
used by the PDP to adjust the decisions previously sent.
