Acceptance of the two individual docs

Hi,
Neither Ross or I have received any substantial objections to accepting both
the -routing-capabilities and -logging-caps as working group documents. So
they are accepted. I ask the authors to update them with any received
comments and reissue them as working group documents before the cut-off date
for the this IETF.

I believe that we've accepted and are discussing all the documents we
are/were expecting to do.

Expect a round of last calls start soon on filter-caps, as I have not seen
any issues raised with the latest draft. Chris or George can correct me...
