Proposed Update to OPSEC Milestones

We have fallen behind in many of our milestones 
(actually we are behind for any milestone except for
the ones that are already complete). We are proposing
to update our milestones as outlined below.

Note that we are proposing to delete the document that
was to contain the summary of our WG deliberations.
