SG == Study Group (the ITU divides up into study periods,
with study groups that look at "questions"). OTOH, a
Focus Group is a group designed (from what I can tell) to
look at questions that come up during a study period for
which there is no organized study group (or groups), and
is organized into Working groups. For example, FG NGN
(Focus Group on NGN) is organized into 7 working groups
(e.g. FG NGN WG 7, on future packet bearer networks). At
least this is my understanding. How documents are
produced is quite formal for the SGs, and completely
informal for the FG WGs (as far as I can tell).
