requirements for large networks?

One of the comments I heard a few times in SLC
was that the current draft seemed tuned more toward
operators of small to medium sized networks.

Large networks (thousands of devices) have a greater
need for automation and a lower clue/router ratio,
especially out where the routers are.

Do people agree?  How should the document change to
reflect this?  Large network operators especially,
please speak up!
