prot-12 non-change

Hi,

We discussed changing the partial-operation error previously,
but the changes were never made.  Since it is such a minor nit,
there is no point in changing it now.

This error report uses <err-element> to identify elements
with errors.  Every other error report uses <bad-element>
for this purpose.  Oh well.   A bug in my original text
that nobody never caught.
