To the best of my knowledge, there are no automated mib checking
tools that do anything with the text in DESCRIPTION clauses or ASN.1
comments, and they certainly don't check the surrounding text.  This
is the sort of thing that a human reviewer has to check.

We already do that.  See RFC 4181 section 4.6.1.9.
