The second version of the BGP MIB was written as a completely new
MIB.  I'll continue to author it like this.

Note that your suggestion that it will be a new module under mib-2
was specifically counterindicated to me by other people. :-)

I would like to thank everyone for their answers.  I believe I have
enough information to proceed.
