For the WIS MIB (RFC 3637) the time line was like
this:
- discussion of competing individual submissions
in the July-Aug 2001 time frame;
- first design team internal draft 3 September 2001;
- WG draft corresponding to approved IEEE spec
submitted for publication May 2002;
- RFC 3637 published 23 Sept 2003 (announced 1 Oct 2003)

As you can see from yourself by looking at RFC 3637,
the ETHER-WIS MIB is relatively small.

A length wait for AD review was one source of delay
in this case; another factor was dependency on
other documents as normative references. These
delays were driven by the workload of the individuals
involved, so it was not really possible to do much
about them.
However, one thing that I can guarantee will cause
delays is a failure to follow the guidelines for
MIB authors and reviewers. See this draft
