Typos in the MIB boilerplate

Hello,

I noticed a couple of typos in the boilerplate
at http://www.ops.ietf.org/mib-boilerplate.html

Specifically, the last paragraph should be changed from

Y. Informative Refenreces <-- spelling + missing comma
                                             V

to
