The issue is probably not only the boilerplate, but also the title
of RFC2570bis. If RFC2570bis would be called

     Introduction and Applicability Statements for the
     SNMP Management Framework

than using the section title

     The SNMP Management Framework

would be clear and consistent. If there is a need for marketing, then
RFC2570bis could be called

     Introduction and Applicability Statements for the
     Internet-Standard SNMP Management Framework

while keeping the boilerplate section title as listed above.
