Actually, this draft eventually turned into RFC 2864 and it is now
a Proposed Standard:

2864 The Inverted Stack Table Extension to the Interfaces Group MIB.
     K. McCloghrie, G. Hanson. June 2000. (Format: TXT=21445 bytes)
     (Status: PROPOSED STANDARD)
