Joan,

BITS does not need to be imported (exercise for the
reader: find the chapter and verse in RFC 2578
that says this).

If the compiler that complains is an older version
of smicng there is a switch that efectively turns
BITS into a built-in.  The compiler is not in a
handy place right now, so it will also be an
exercise for the reader to figure out what this
switch is :)
