The charter page is a bit outdated. Here is the status as I see it
right now:
The design team initially created RFC 2851. RFC 2851 is now under
revision, see <draft-ietf-ops-rfc2851-update-00.txt>. The design team
is also working since last December on revisions of some core
IPv4/IPv6 MIBs to make them less IP version specific. For more
details, see:

draft-ops-rfc2096-update-00.txt
There is some confusion right now where discussions of these documents
should take place. People should, according to our AD, use either the
<mibs@ops.ietf.org> or the <ipng@sunroof.eng.sun.com> mailing list. If
you want to contact the people on the design team directly, then you
can use the <ipv6mib@ibr.cs.tu-bs.de> mailing list. Note that this
last list is a closed list right now.
