MPLS TTL processing is an integral part of MPLS packet processing - hence

work belongs to the MPLS working group. 

JUSTIFICATION

This document describes TTL processing in hierarchical MPLS 
networks. We believe that this document adds details that have not 
been addressed in MPLS-ARCH (RFC 3031), MPLS-ENCAPS (RFC3032), and
that the methods presented in this document complement
MPLS-DS (draft-ietf-mpls-diff-ext-07.txt).
