SUMMARY
This document describes a method by which a Service Provider may use
an IP backbone to provide VPNs for its customers. In this method
IPsec tunnels are deployed through the backbone, and the forwarding of
packets over the backbone relies on normal IP forwarding. BGP is used
for distributing (private) routes over the backbone.

It describes a candidate approach that is closely related to the
candidate approach in the "related documents" section, but that is
applicable where stronger security requirements are valid.
JUSTIFICATION
It fits in the PPVPN charter : a candidate approach that must be
discussed against the requirements.
