  This ID describes a simple MIB for operational information on
  Traffic Engineering tunnels.

WHERE DOES IT FIT IN THE PICTURE OF THE SUB-IP WORK

  Belongs in TE.  This MIB provides operational information about
  TE tunnels, such as which are up or down, how long they have been
  up, packets/octets, etc.  This information is useful for checking
  how well one is doing with regard to tunnels and with regard to
  TE.  It is *not* useful for debugging ones tunnels; that task is
  better performed with the MIBS listed in "RELATED DOCUMENTS".


WHY IS IT TARGETED AT THIS WG

  This ID provides TE information.


JUSTIFICATION

  There was a lot of discussion regarding this MIB.  The (rough)
  consensus was that this MIB was simpler to use and addressed
  different aspects of TE information than the above MIBs did.  
  The result was that this ID was accepted as a TE WG document.

  The issue was not whether the information presented in this MIB
  was useful (in fact, much of the information was absorbed into the
  MPLS TE MIB); the issue was whether it is worth having two MIBs in
  the "same space"; the conclusion (not universally accepted) was
  that the two MIBs differed in philosophy and approach sufficiently
  (one MIB shaves with Occam's razor; the other subscribes to "more
  is better") that having both made sense.
