I am not sure what do you mean by:

I was pointing out that the real world needs a transition path not only an
end protocol.  Whether we like it or not, it is going to take a long time
for the new protocol, whatever it may be, to be adopted by the millions of
users on the internet today.  Therefore, in a registry's perspective, a
transition strategy that takes into consideration the usage of multilingual
domain names by applications and users who might not be aware of new
protocol requirements is most important to the successful roll out of IDNs.
