Dealing with complex character sets -- and especially converting between 
different representations of characters -- certainly is a difficult aspect 
of user interface design.

However user interface design is not part of IETF protocol design.  That is 
why it is not part of this working group's charter.  Rather, this working 
group has a task of working on a network interchange standard.

So, it is difficult to understand why it is being discussed in this forum.
