RFC1701 *is* Trans. Ethernet Bridging document. There is no another
document, I believe.
As you can find, this detail spec should be specified in a GREng(?)
draft. Or, maybe, you can explicitly declare your prerequisite matter
by using Trans. Ethernet Bridging in your draft.

Also, if you have some concerns about it, you can discuss them in this
mailing-list.
