Yes, this list is alive although it's been quiet lately.  We have been awaiting chartering by the IETF to issue last calls on various drafts that are judged to be "done".   I have been reassured that the charter is coming soon. 
 
[We do not, unfortunately, know how the word "soon" is defined by the relevant Area Directors and the IESG.]
