Re: CDNP naming




I don't understand why settlements is an issue.  There should be
accomodation for settlement and non-settlement peering.  For example, in
the Internet, Tier2 ISPs must settle with Tier1 ISPs; however, Tier1 ISP
usually prefer a non-settlement bilat with other Tier1's. In the older CIX
days, peering was multi-lateral as well.

I also believe that accounting records may be required not for settlement
between CDN operators but between an operator and their customer.
