I suggested steering because redirection somehow seemed to imply some
kind of reconsideration of where a request should be sent. I believe
the CDN actually guides the request in the right direction. The term
redirection somehow feels like a correction for some earlier decision.
In fact, in a particular use case, i.e., the HTTP redirect mechanism,
this was the intended use, viz., sending back a client to the correct
web server to handle a fault condition.

Having seen some of the objections to the word steering, I would like
to suggest guidance as in:

 > a. "the system guides the request to the surrogate"
 > b. "a guide decides which surrogate to use"
 > c. "guidance is different from distribution"

Also, Guidance Peering does not seem to be too hard on the ears.
